Unlike most 'bucks they sped up his growth process in order to release him sooner to deal with the rogue problem
Hunter is released into the Sky Cities and Outskirts to hunt down rogues
'Bucks became fearful of turning rogue however the idea of freedom to many was worth the risk
Hunter was massive & could fly, leaving little room to escape if you were found
